The Microdata Management Toolkit developed by the World Bank Data Group for the International Household Survey Network aims to promote the adoption of international standards and best practices for microdata documentation, dissemination and preservation.
The Toolkit comprises three modules. The Metadata Editor is used to document data in accordance with international metadata standards (DDI and Dublin Core). The Explorer is a free reader for files generated by the Metadata Editor. It allows users to view the metadata and to export the data into various common formats (Stata, SPSS, etc). The Metadata Editor and Explorer are based on Nesstar technology and developed by the Norwegian Social Science Data Services (NSD). The CD-ROM Builder is used to generate user-friendly outputs (CD-ROM, website) for dissemination and archiving.
All components of the Toolkit except the Metadata Editor are available free of charge to all interested users.
The Metadata Editor, built on a commercial application, requires a license.
Some categories of users can obtain a free license from the IHSN Secretariat at no cost (contact toolkit@surveynetwork.org).

Some problems are easier to resolve if you send us a screenshot of the error message. You can do so by using a free screen capture software such as PrintKey 2000.
Support on metadata quality assessment
If you need help to assess the quality and completeness of your metadata, you may send us your DDI Document. Survey specialists will review the document and comment on it. These comments will be treated as confidential.
The DDI document is an XML file generated by the Toolkit Metadata Editor. XML files do not contain any data, they contain metadata only. This XML file will be generated as a text file that can be read by a text editor. It can also be read by the IHSN Toolkit. To submit a DDI document for assessment, you will first need to generate it using the "Documentation > Export > Export DDI" command.
You can then save the file, compress (zip) it if you want, and send it to us by e-mail.
The person in charge of reviewing your DDI document will open it in the Toolkit Metadata Editor, edit it if necessary, and send it back to you. You will be able to view and apply the changes to your dataset by using the "Documentation > Import > Import from DDI" command.
